In a bowl, whisk together honey, lime juice, soy sauce, chili powder, cumin, garlic powder, black pepper, salt, and cayenne pepper to make the marinade.

Place the chicken thighs in a resealable plastic bag or a shallow dish and pour the marinade over them. Seal the bag or cover the dish and refrigerate for at least 30 minutes, or up to 2 hours for more flavor.

Preheat the grill or oven to medium-high heat (about 375°F / 190°C).

Remove the chicken from the marinade, letting excess marinade drip off.
