Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper or lightly grease it.

Pat the chicken thighs dry with paper towels. Rub olive oil all over the chicken thighs, and season with salt, pepper, and smoked paprika.

In a small bowl, whisk together brown sugar, Dijon mustard, whole-grain mustard (if using), soy sauce, garlic, and red pepper flakes (if using) until smooth.

Place the chicken thighs skin-side up on the prepared baking sheet. Brush the brown sugar mustard glaze generously over the top of each chicken thigh, reserving some glaze for later basting.

Bake in the preheated oven for 35-40 minutes, or until the chicken skin is crispy and the internal temperature reaches 165°F (74°C).

During the last 5-10 minutes of cooking, baste the chicken with the reserved glaze to enhance the caramelization and flavor.

Once done, remove from the oven and let the chicken rest for a few minutes before serving. Garnish with fresh parsley if desired.
